As a Hague Accredited Adoption Service Provider, and following our Commitment to Transparency, World Links is disclosing in writing the following categories of fees and estimated expenses:
Home study review fee.
This is a fee for reviewing your home study prepared by another agency. We’ll make sure it’s up to standards and reflects everything it needs to have, we’ll coordinate with your agency if there is anything missing and make sure it’s there.
Home study preparation fee is charged by your home study agency.
If we are your home study agency, then this fee does not apply to you.
Paid to the agency for services rendered.
Foreign country program fee.
That’s the international adoption program fee.
Expenses incurred in care for the child.
This is a section required by the Hague convention, but at present this category of expenses does not apply to this program.
Translation and document expenses.
Fee is $3,000.
Contributions to child welfare services in the child’s country of origin.
You are not required to make any contributions to child welfare programs, to orphanages or other institutions.
Third party fees:
For this program legal and professional services in Latvia fall into that category. The amount is $4000 if you are adoption one child. This is paid in Latvia for in-country services.
Additional expenses in the United States.
Apostillization of your documents, depending on the State, ranges from free to $25 per document.
USCIS fee is $775, plus $85 per every adult household member.
FBI clearances cost $18 per every household member over the age of 18.
State Criminal Clearance is charged by your state and depends on your state.
Sexual Abuse Clearances is charged by your state and is state specific.
Medical Exam cost depends on your doctor and your insurance.
Visa fee is $325 per person.
Child’s immigration visa is issued by the US Embassy and they charges $270 per visa.
Child’s medical exam by a US Embassy approved clinic costs about $250 per exam.
Travel and accommodations
The following estimates are based on average amounts and common travel preferences.
Airfare to Latvia is approximately $800 round trip per person.
Accommodations in Latvia are about $100 per night for the apartment.

When are the fees charged?
Fees are charged upon services being rendered. In the Fee Schedule above we’ve indicated the specific points, such as “with Signed Adoption Services Agreement” or “at Dossier submission”. There won’t be any surprises.
How are the fees paid?
As indicated in the schedule – you can send us a check, or pay with a card, or money order. If there are any exceptions to that – they are noted in the schedule above.
Can any of the fees be waived?
No. Our programs are streamlined and run lean as it is. We don’t charge you anything in excess, so we can’t waive anything either.
Can any of the fees be reduced?
Yes. If you already had an adoption with us and we have a recent working knowledge of your case – your Agency fee will be reduced. Also, if you are adopting a special needs child, your Foreign Fee reduction will be considered on a case-by-case basis.
What if I stop my process, are there refunds?
Yes, our refund policy details when and how money are refunded.
