Terms and Conditions – 2026

Effective Date: January 1, 2026

Welcome to WLIAA.org (the “Site”), operated by World Links International Adoption Agency (“WLIAA,” “World Links,” “we,” “our,” or “us”).

These Terms and Conditions (“Terms”) govern your access to and use of our Site and services, including adoption-related services and humanitarian programs. By using this Site, you agree to be bound by these Terms. If you do not agree, you should not use the Site.

1. Eligibility

You must be at least 18 years old to use this Site.

If you use the Site on behalf of an organization, you represent that you have the authority to bind that organization to these Terms.

You are responsible for ensuring that your use of the Site complies with all applicable laws and regulations.

2. Use of the Site

You agree to use the Site only for lawful purposes and in a manner consistent with these Terms.

You may not:

  • Use the Site for any unlawful or fraudulent purpose
  • Attempt to gain unauthorized access to systems or data
  • Interfere with the operation or security of the Site
  • Use the Site to harass, abuse, or harm others
  • Collect or use information from the Site to send unsolicited communications

3. User Content and Submissions

If you submit or post content (including comments, messages, or other materials):

  • You are solely responsible for the content you provide
  • You agree not to submit content that is unlawful, abusive, defamatory, or infringes on any third-party rights
  • You grant WLIAA a non-exclusive, worldwide, royalty-free license to use, display, and distribute that content in connection with our operations

You should not post sensitive personal information publicly on the Site.

The license described in this section applies to content you voluntarily post or share publicly through the Site, such as comments, testimonials, or messages. It does not apply to confidential documents submitted through our adoption or humanitarian services, which are governed by separate agreements provided during those processes.

4. Intellectual Property

All content on this Site, including text, graphics, logos, images, videos, and design, is the property of WLIAA or its licensors and is protected by applicable intellectual property laws.

You may not:

  • Copy, reproduce, or distribute Site content without permission
  • Modify or create derivative works based on Site content
  • Use our branding or materials in a misleading or unauthorized way

5. Donations, Payments, and Services

Donations and payments made through the Site are processed by third-party payment providers.

  • We do not store or directly process your payment card information
  • Third-party providers have their own terms and privacy policies
  • You are responsible for reviewing those terms before completing a transaction

All donations are final unless otherwise stated.

6. Third-Party Services and Links

The Site may contain links to third-party websites or services.

We are not responsible for:

  • The content or practices of third-party sites
  • The privacy or security of information you provide to them

Your use of third-party services is at your own risk and subject to their terms.

7. Availability of the Site

We strive to keep the Site available and functioning properly, but we do not guarantee uninterrupted access.

We may:

  • Modify, suspend, or discontinue any part of the Site at any time
  • Perform maintenance or updates without prior notice

8. Termination and Suspension of Access

We reserve the right to suspend or terminate your access to the Site, without prior notice, if we reasonably believe that you have violated these Terms or engaged in conduct that is harmful to WLIAA, other users, or third parties.

Upon termination, your right to use the Site ceases immediately. Any provisions of these Terms that by their nature should survive termination will remain in effect, including Sections 4 (Intellectual Property), 10 (Disclaimer of Warranties), 11 (Limitation of Liability), and 14 (Governing Law and Dispute Resolution).

9. Privacy

Your use of the Site is also governed by our Privacy Policy. The Privacy Policy is incorporated into these Terms by reference. By agreeing to these Terms, you also agree to the practices described in our Privacy Policy.

10. Disclaimer of Warranties

The Site and all services are provided “as is” and “as available.”

To the fullest extent permitted by law, WLIAA disclaims all warranties, express or implied, including:

  • Merchantability
  • Fitness for a particular purpose
  • Non-infringement

We do not guarantee that:

  • The Site will be error-free or uninterrupted
  • Any information provided will be complete or current

11. Limitation of Liability

To the fullest extent permitted by law, WLIAA shall not be liable for any:

  • Indirect, incidental, or consequential damages
  • Loss of data, income, or opportunities

Our total liability for any claim arising from your use of the Site or services shall not exceed the greater of: $100 USD

Some jurisdictions do not allow certain limitations, so these may not fully apply to you.

12. International Use

This Site is operated from the United States.

If you access the Site from outside the United States, you are responsible for complying with your local laws.

13. Changes to These Terms

We may update these Terms from time to time. Changes will be posted on this page with an updated effective date.

Your continued use of the Site after changes are posted constitutes your acceptance of the updated Terms.

14. Governing Law and Dispute Resolution

These Terms are governed by the laws of the State of Pennsylvania, without regard to conflict of law principles.

If a dispute arises, we encourage you to contact us first so we can attempt to resolve it informally.

If a dispute cannot be resolved, it shall be settled by binding arbitration in Pennsylvania, in accordance with the rules of JAMS.

15. Miscellaneous

  • Independent Relationship: Nothing in these Terms creates any partnership or agency relationship
  • Assignment: You may not transfer your rights under these Terms; we may assign ours
  • Severability: If any provision is found unenforceable, the remainder will remain in effect
  • No Waiver: Failure to enforce any provision does not waive our right to enforce it later
  • Entire Agreement: These Terms, together with our Privacy Policy, constitute the full agreement

16. International Adoption Services Disclaimer

WLIAA provides international adoption services that are subject to complex legal, governmental, and international processes. By engaging with our services, you acknowledge and agree to the following:

No Guarantee of Outcome

WLIAA does not guarantee the availability of any specific child, program, or adoption outcome. Adoption processes may be delayed, modified, or terminated at any stage.

Government Authority

All adoption decisions are subject to the authority of foreign governments, courts, and adoption agencies. WLIAA does not control or influence these decisions and cannot guarantee approvals or timelines.

Program Changes

Adoption programs may change, be suspended, or be terminated at any time due to changes in laws, policies, or international agreements. WLIAA is not responsible for such changes.

Timeline Uncertainty

Any timelines provided are estimates only and are not guaranteed. Processing times depend on multiple external factors beyond WLIAA’s control.

Third-Party Reliance

WLIAA works with foreign authorities, partner organizations, and service providers. WLIAA is not responsible for the actions, delays, or decisions of third parties.

Client Responsibility

You are responsible for providing complete, accurate, and timely documentation. WLIAA is not responsible for delays or denials resulting from incomplete or inaccurate information.

Fees and Financial Risk

International adoption involves financial risk. Fees may be non-refundable or only partially refundable depending on the stage of the process and third-party costs incurred.

Immigration

Approval of an adoption by a foreign authority does not guarantee immigration or visa approval. Immigration decisions are made by government authorities and are outside WLIAA’s control.

Child Information

Information about a child’s background, medical history, or development is provided by third parties and may be incomplete or subject to change. WLIAA does not guarantee the accuracy of such information.

Force Majeure

WLIAA is not responsible for delays or failures caused by events beyond our control, including but not limited to governmental actions, legal changes, natural disasters, pandemics, or international conflicts.
