Adoption Program Bulgaria
Bulgaria has one of the most established international adoption systems in Europe. The process is clearly defined, ethically guided, and supported by experienced authorities at every stage. Families benefit from predictability, accountability, and a program built on long-standing international cooperation.
Parental Eligibility Requirements

- Age
- Applicants must be at least 25 years old. There must be at least a 15-year age difference between parent and child, and the youngest parent may be no more than 50 years older than the child.
- Marital Status
- Married couples and single applicants may adopt. Bulgaria does not permit adoption by same-sex couples.
- Health
- Applicants should be in stable physical and mental health and able to meet a child’s long-term needs. Serious communicable diseases and other life-threatening conditions may affect eligibility.
- CITIZENSHIP
- At least one parent must be a U.S. citizen. Families may live anywhere in the United States.
Bulgaria welcomes single women and couples alike.
About the Children
- Siblings and Individual Children
- Individual children and sibling groups are waiting for families. Siblings are often matched together whenever possible.
- Ages of Children
- Most referrals are for children 5 years and older. Younger children may be available, though wait times are generally longer.
- Boys and Girls
- Boys are more commonly waiting than girls, which often results in shorter wait times for families open to adopting a boy.
- Care Settings
- Children may live with foster families or in residential care before adoption, depending on their individual circumstances.
- MEDICAL & DEVELOPMENTAL NEEDS
- Children may have identified medical, developmental, or emotional needs. Medical and social history is provided before you decide whether to accept a referral.
